Session overview

Awaab's Law is moving quickly. Phase 1 has been in place since October 2025, Phase 2 from 30 November 2026, extending requirements to a much wider range of hazards, and Phase 3 follows in 2027. How ready are housing providers to respond, and what have we learned from the first year?

This is the first of DIN's new three-part Quality Homes Forum for 2027, focusing on how we meet the broader challenge of delivering safe, good-quality homes in the context of the new demands of Awaab's Law and Decent Homes 2. Building on last year's Awaab's Law phase 1 series, we'll start by reviewing best practice and preparing for the next phase. The final webinar in the series will widen our focus to consider how we prepare for Decent Homes 2, taking effect in 2035.

For this first webinar, we're concentrating on Awaab's Law. We'll hear from Clarion, Saxon Weald and Service Economics about the practical lessons from the challenges of redesigning services and implementing Phases 1 and 2, as providers prepare for further expansion in 2027.

Can the systems and processes developed for damp and mould cope with a much wider range of hazards? How should organisations identify and triage risks consistently, train staff and manage demand across property and customer services? And how can we avoid creating overly complicated processes that satisfy compliance requirements but don't deliver better outcomes for residents?

Expect honest reflections, practical examples and plenty of opportunity to share experiences and challenge thinking.

What you'll learn

  • What we've learned from Phase 1 of Awaab's Law, including unexpected operational challenges.
  • How the extension to more hazards in Phase 2 changes approaches to identification, triage and prioritisation.
  • Why existing damp and mould processes may not be sufficient, and how services are being redesigned.
  • How to equip staff across repairs, asset management, housing and customer services to make consistent decisions.
  • How to balance regulatory timescales, operational capacity and better outcomes for residents, while preparing for Phase 3.

Our Speakers

Adrian Cheetham, Director of Repairs and Estate Services, Clarion Housing Group

With many years' experience in housing, predominantly in property services, Adrian has been closely involved in Clarion's implementation of Awaab's Law and has worked with G15 colleagues and others across the sector.

Adrian will reflect on the realities of implementation of moving from Awaab's law Phase 1 to 2 at scale, including the challenges of systems, staff training, operational decision-making and managing competing demands. He'll share lessons from what has worked, what has needed to change and what these experiences mean for phase 3.

Stephen Humphreys, Assistant Director of Homefix, Saxon Weald - TBC

Stephen leads Saxon Weald's Homefix repairs service and has been involved in developing its operational response to Phase 2 of Awaab's Law.

He'll share Saxon Weald's experience of preparing for the wider requirements, including the practical challenges of service redesign, hazard triage and equipping frontline teams to respond consistently and effectively.

Sean Keane, Service Economics

Sean works with housing providers on service design and operational transformation, helping organisations develop practical approaches to changing service demands.

Drawing on his work supporting Phase 2 preparations, Sean will explore why existing processes may not be sufficient for a broader range of hazards. He'll examine how providers can design consistent approaches to identifying, triaging and responding to hazards, supported by clear processes, practical tools and effective staff training.
